be until noon before the lights go back on at 17th and south van ness that is going to be a problem, nobody is out here directing traffic. they've flares out now, i've seen people come through at 30 miles an hour, reason that we have in problem is because the signal box got knocked over at the end of an incident that began 2:00 this morning on the on-ramp to i-80 at 4th street. next, according to the chp that on-ramp was closed that got their attention so did the speeding, weaving, as you look at these picture the incident took five minutes, the jeep that they were chasing up to speeds of 55 miles per hour, slammed into a car which hit a bicyclist. chp not sure if the bicyclist was on the bike or walking the bike, that bicyclist was taken to the hospital, checked out,

minor injuries, probably released by now. now take a look at where ended where i am a short while ago, 17th and south van ness, jeep hit another vehicle in this intersection which in turn hit the signal box sheering it off. the driver of the jeep 23-year-old serena barros has three previous dui convictions now another dui arrest, felony hit-and-run, felony evading police. back out here at 17th and south van ness, crews were here checking out this streetlight, no streetlights are working, no one directing traffic, some flares out now. some are not getting the message. maybe they are not familiar with the intersection. 17th and south van ness very dangerous intersection, getting more dangerous as the commute builds. terry mcsweeney, abc7 news. 6:04.

antioch police investigating fatal shooting at apartment complex, 32-year-old hand was found inside a you -- inside a unit at the delta pines complex last night. police called the bomb squad, no one has been arrested. amy hollyfield will have a live report in about 30 minutes. in oakland this morning a 5-year-old boy is fighting for his life at children's hospital oakland. a van hit the boy near lake merritt after he darted into traffic this happened around 5:15 last night. the boy's family was nearby the driver stopped and cooperated with police. that child is listed in critical condition. 19-year-old belmont man due in court today after san mateo police say he wrecked two borrowed cars in two days while high on nitrous oxide. check out youtube video of the second crash that caused a

sick-car pile-up october 30th. he smashed into a car the car flipped and hit four more cars in oncoming traffic. dozens of canisters of nitrous oxide were found in both cars the defendant crashed. optimistic news for california's budget fiscal analyst says the state is on the verge of producing surpluses for the first time since 2001. the office says california should have a nine billion dollar surplus by 2017. calling the surplus a dramatic turn around this all dependent on state lawmakers avoiding a spending spree. tsa plans to roll out new screening system today. called tsa pre-check it allows passengers on participating airlines to be prescreened so tsa can concentrate on people who are more lakey to pose a

van ness in san francisco, it is going to be a busy intersection this morning. you can see the flares still out there, repair trucks working to fix the stoplight. a car involved in the chase hit a signal box knocking out power to the light. crews have told terry mcsweeney the stoplight won't be figured until at least noon today. the chase began near the bay bridge and continued to 15th where the driver of the suv hit a parked car that parked car was launched into a person riding a bicycle, who was injured. the crash ended at 17th and south van ness where the jeep crashed into another vehicle and that car hit the signal post. investigators trying to determine the cause of a suspicious fire this morning at the village cocktail lunge, a bar firefighters knocked didn't the flames within 30 minutes. fire department says there have been a rash of suspicious

fires in that area. arson investigators looking at another morning fire at a vacant home on alabama street a block away. early morning apartment fire in san francisco, firefighters are saying it was started by a wall heater. the fire started after 2:00 near the dubose triangle unit at a six unit apartment building between 15th and-very it took 40 minutes to get under control, one unit is uninhabitable the others had smoke and water damage everyone managed to get out sail. police in antioch -- investigating a deadly shooting. why the bomb squad had to respond. >> reporter: they were worried the whole apartment building was going to blow up they called in the bomb squad they got the call 9:15 last night about gunshots in an apartment building when they got there they found a man inside who had been killed antioch police

call the bomb squad because if he phone a device that looked like it was an explosive. walnut creek bomb squad came out they determined it was not, they remove it without problems they haven't said what it was. the murder victim is a 32-year-old man found shot to death in that apartment on sycamore drive. this comes as the crime rate is continuing to climb here in antioch. it is up 44%, in 2012 for the first nine months of the year. the chief says the number of arrests are going down. he thinks it is because he doesn't have enough officers. he's down 40 sworn officers. he believes there is a connection there. there have been no arrests made in last night's murder. antioch police is asking for anyone with any information could come forward and help them out. amy hollyfield, abc7 news. in the east bay body of a young man found in berkeley hills not far from the uc

campus discovered last night 250 feet down a hill off grizzly peak near clermont north of campus. police say the victim appear to be in his 20s think he fell nothing ruled out many police got a call about a missing person but they are not sure if the cases are connected. crews will be out again this morning in daly city working to repair damage by a water pipe break. stacking hay for a temporary fix. the approaching rainstorm is causing big concerns that more of the saturated hillside will come down. permanent repairs not expected until after the rain has arrived. officials don't know why the pipe ruptured they suspect age was a factor. >> justice department is expected to announce a plea with bp in the largest oil spill in u.s. history and it could include manslaughter charges for some employees as well as a record fine. the 2010 explosion of the oil rig in the gulf of mexico
